This graph paper maker (generator, creator, whichever you searched for) makes it on the spot, and every part of it is customizable. Pick a grid size (2 mm, 5 mm, 1 cm, or 1/10, 1/4, 1/2 and 1 inch), the sheet (A4, A3, A5, Letter, Legal or Tabloid), portrait or landscape, and one of six inks from faint grey to blue, and the page redraws as you choose. Heavier line every 5 or 10 squares turns plain squared paper into engineering-style quad paper where counting is easier, and the Margin control keeps the grid clear of the strip most printers cannot reach. The point of graph paper is that a square is really 5 mm, so the file has to say so. The PDF is drawn as vectors in millimetres with the sheet size in its page box: no pixels, a few kilobytes, and a 5 mm square measures 5 mm on paper when the print dialog is set to actual size (100%, not "fit to page"). The PNG and JPG versions are rendered at 300 DPI (200 on the large sheets) and carry that resolution in the file header, so image viewers and word processors that honour it place them at true size too. The Print button opens the browser's print dialog with the sheet already set to the chosen paper size. Pages puts up to 20 identical sheets into one PDF and one print run; the PNG and JPG are always a single sheet.
5 mm is the everyday school grid in most of the world and the one to reach for if you are unsure; 2 mm is the fine engineering grid; 1 cm suits young children, board games and large plots. For graphing paper to plot functions on, 5 mm with a heavier line every 5 squares gives a 2.5 cm major grid that is easy to number. In the US the 1/4 inch grid is the standard classroom paper, 1/10 inch (ten squares per inch) is the engineering grid, and 1/2 or 1 inch squares work for floor plans and craft templates. PDF is the first choice for printing and the default. PNG keeps the sheet as an image for drawing over in another app, JPG is the smallest file for sharing. Copy puts the sheet on the clipboard as an image; on a phone the share button hands it to any app.

Download the PDF and print it at actual size (100% scale) rather than "fit to page" or "shrink to printable area". A 10 mm margin is on by default so that nothing sits in the strip a printer cannot cover, which is what makes the driver scale a page down. Measure one square on the first print with a ruler; if it is exact, every sheet after it will be too.
